Depends on what the original ship has/had and if you are following that design in scale. It seems most smaller boat/ships with three props have a rudder after each prop. Some use the Lurssen Effect where the props are offset.
Larger ships with 2, 3, or 4 props might have only one rudder.
I try to follow the real boats in this aspect.
