I used second hand lead "dive belt" (scuba) weights.

Lead shot in plastic bags to get the amount correct then you can add a very viscous solution of epoxy into the bag to shape the shot into the hulls profile and then attach the bags with velcro if needed.

Semi fixed. Or fixed if that is better
