The Chinese are the world leader in diesel electric craft (SSK). They have 9 SSN's (Nuclear powered attack) and 7 SSBN's (Nuclear Ballistic missile). They also routinely purchase older Russian subs.

I would presume that as there are very few professional submarines, that was what the question was about..
I did see one operating in the Canary Islands it was bright yellow and descended to about 50 feet or so to look at the fishes! At the time it was £40 a trip and that was about 12 years ago.
You can of course buy one it is a bit at the high end of extravagant though.
But Hey! for all I know you might be a billionaire slumming it!

So this also makes Wikipedia wrong.
I had thought that Cook went on the Endeavour from history at school.
I have just Googled it and this is Wikipedia's answer.
"The first voyage of James Cook was a combined Royal Navy and Royal Society expedition to the south Pacific Ocean aboard HMS Endeavour, from 1768 to 1771"
So is the south Pacific Ocean Not the same Ocean?? surely it's all one Ocean 🤔

Seems the correct response to the described flag would be to 'Render medical assistance' and call the Coastguard for a doctor.
Flag in the pic (W - Whiskey) flown alone signifies 'Require Medical Assistance', as shown in the table Mike posted. So nowt to do with diving!?🙄
