Sorry, I haven't read the other posts yet because they were blacked out before.
In my opinion the answer is absolutely wrong.
This is my opinion but I invite everyone to consult sailing books (from the cheapest to the most expensive) to verify what I say.
Initially I thought I had made a mistake due to a wrong translation, but this is not the case.
If the wind comes from behind the only correct answers can only be:
Broad reach (in Italian "lasco") which is the best and most efficient pace.
Running (in Italian "da poppa").
It is absolutely not close hauled or close reach, because in that case the wind comes from the front.
The beam reach comes from the side.

It it a stupid language. So how can a foreign person learn it if we cannot completely understand some of it's meaning's. For an example, you take your dog for a walk on it's LEAD. or. I use LEAD weights when I go fishing. I put it down to the KING's stupid ENGLISH Language.

I think it works simply like this:
The percentage expresses exactly the ratio of your correct and incorrect answers.
Since you are the only one participating for your country, feedback is very easy.
If you are alone, the maximum number of answers given is 30 or 31.
For example you (and therefore all of Belgium) now have 26 correct answers out of a total of 30 which is precisely the percentage of 86.66667 % (26:30=x:100; x=26/30 x 100).
If you have the total number of correct answers, for example 30 out of 30 you will have one hundred percent; but it will be enough to get one wrong to immediately reach 97% (in fact 29:30 =x:100; x=29/30 x 100 = 96.66667%).
Attention, be very careful here:
All subsequent correct answers will not change your 97% because the system updates after 30 days, so you will always have 29 correct questions out of a total of 30.
To get 30 correct questions out of a total of 30 questions given, you must get them all right and wait 30 days for your incorrect question to clear.
I don't know if I was clear, I hope so.
I didn't understand this system until I was told that it updates on a monthly basis.
Now everything is clear to me and everything adds up perfectly.
If I can help you, I'll give an example with Germany (I think it's just RNinMunich). Now he has 97% because he got a question wrong. You will be able to get 100% again when one month passes from the date of the last wrong answer (always answering correctly).
The system (although questionable) is correct, so far it has not made any errors, at least from what I have found.
