I have sailed along the UK south coast and all was sweetness and light.
On the canals around Birmingham and before the whole lot was cleaned up, going under a bridge could be a problem.
After experiencing small boys dropping stones on the boat. My brother and I decided to go ahead and see what was waiting for us and we sometimes had to chase the little s**s off.
But since those days the very large canal basin, I think more canals than Venice, has been made a feature of Birmingham and probably it does not happen now.
Neglected areas enable more trouble to appear. Some years ago councils made sure any damaged notices would be repaired straight away. Which apparently has the desired effect. An area allowed to run down costs more in the end than one that is maintained.

However there is rage when some people just loose their temper for whatever reason. Also bad behavour.
In Sydney Harbour, probably 10 years ago, we were anchored up (yacht). We were there to see some event and a 30 odd foot motor boat found a not very large space to anchor in.
The boat stopped and then was slowly drifting down on us. The 3 people on board apparently could not lower the anchor and all attention was there.
My son went forward and picked up a boat hook to fender them off with, just in case. The boat got closer and my son called out to them to let them know. The mouthful of abuse that came back was unbelievable, even to my innocent ears!
He asked, I thought quite nicely, if there was a competent person on board, he could speak to!
At the last minute they gave up and started the engine and went.
On another occasion we were anchored there with no other boats around. After an hour or so a motor boat appeared and circled us, I suspect he thought this was his spot!
We did not move but waved a greeting which was ignored and a few minutes later he decided to go round and round our yacht continuously until the rocking motion of our yacht was too difficult to accept.
We were forced to up anchor and move. There are some pig boaters over there!
So one case of rage and another of intentional harm.
I have seen occasions like this but 30 years ago now when we used to hire canal boats especially in the midlands! Only 1% but they stick out from the general friendliness seen elseware.

But the legal terms used according to Aberaeron harbour master ,
Reckless endangerment,
Dangerous use of watercraft likely to cause injury or death.
Plus a lot of minor offences such as causing a nuisance by inconsiderate use, failing to abide to local rules regarding protected areas.
And many more.
