Welcome to the site.
The spray rails will help the model to plane but their main purpose is to deflect the water from the bow.
They run from the stern to bow and initially follow the chine until rising at the front.
There are many pics on the site that show this and I suggest you look at the Build Blog "Aerokits 46" Fireboat twin screw brushless conversion" by Paul Devlin. He has a couple of really good shots of the feature on his model that should help answer your question.
On my 34" model I used 1/8" square white wood epoxied in place. A fine drill and sharpened cocktail sticks would make a more robust fitting and hold all in place whilst the glue sets but I would not use metal pins left in place - they will rust.
